Terraria and Steam Cloud Sync Issues

I'm going to get straight to the point. Terraria crashes whenever I attempt to make a character or world. I did some research and it looks like this is an issue with Steam Cloud sync. I have tried the following:

• Disable Steam Cloud Sync both by going to the properties of Terraria, and by disabling it in Steam settings for all games. Cleared out "C:\Program Files (x86)\Steam\userdata\userID\105600"
• Complete uninstall and reinstall. Deleted the files in documents>my games>Terraria...
