Character freezing during blizzards

I got a used computer passed down to me, and, during multiplayer, whenever there's a blizzard, my character freezes. The game itself does not freeze, however. I can still access camera mode, view my fps, and change my lighting through the f1-f12 keys, as well as use the chat.
