Game crashing when opened and long open time

Desktop - Windows 10 64-bit - Intel Core i3 CPU 550 @ 3.20 GHz - AMD Radeon R9 200 series - 6 GB RAM​

When I open Terraria, it takes several minutes to actually load up, going over a gigabyte of memory shown in my task manager. When Terraria finally loads, it will flicker black and white and crash with an error message shown in the screenshot. I already tried reinstalling Terraria and Windows Frameworks. The issue goes away after trying to open Terraria...​
