Terraria stuttering with high FPS

Hello i love terraria but for almost a year terraria has been stuttering when ruining flying or falling. When i first got this gaming laptop in January 2018 the game ran smooth and their where no problems. but for a while its been a lagy mess and i have been looking for hours and trying every solution and nothing works. I can run games like GTA 5 fine with no problems but terraria is a stuttering mess.

i have an i7 and 1070 graphics card so my meets the requirements. So i have no idea what...
