Steam says game launched but it isn't. or atleast it isn't appearing.

I have this problem that started 2 days ago, Every time i try to launch terraria. Steam says its open but nothing is appearing. i tried both vanilla and modded. still the same problem. I tried uninstalling and installing. it was only a 1-time solution.
